If partner has four spades, then you may be sitting opposite the 4-5-1-3 hell, but no-one says they have to double. With the game values and a known 8+ card fit, players generally take their own game. Finally: Remember the LAW - they have a fit - we have a fit (somewhere!!). I know there are risks in bidding here, but the point I wanted to make was this: You know that it is likely that partner does NOT have a spade shortage (3 or 4 being most likely), and therefore the likelihood of a balance from partner is slim to none. (If he DOES have a spade shortage - both sides have a fit and the sacrifice at favorable vulnerability looks even better).
