Would it make any difference if it were one of a major opened? Well, as I am sure you all remember this was best covered by Martin Beale in the December (1953) journal (see page 21 if you still have an old copy). Regrettably, although at the table Martin's brother was unaware of this bidding innovation and passed with weakness, his partner had read that Martin had suggested a pass of 1Major-Dble-Redble was weak BUT pass of 1minor-Dble-Redble was STRONG, and so passed the deal out.
