I suppose it depends on how East is likely to perceive 3. If you play 2NT as beginning a Lebensohl-type get-out, then 3 should have constructive overtones. If not, then perhaps a direct raise of hearts is the best idea. 4 was reached at most tables and South led 3, 4^th highest.
