Despite my deliberate omission to mention the East-West methods, if your thoughts followed a "I wonder if East-West were playing weak jump overcalls" process, then you are very much on the right track. East hasn't much despite his repeated heart bids, and if you question why there was no 2heart or 3heart pre-empt you would be half-way to selecting the right line, because one of the possible reasons is that East could also have a spade suit..
