This can be justified not only on the grounds that West has fewer "vacant slots" (three diamonds to East's one), but also with the Principle of Restricted Choice. If West had started with heartQJx then half the time he would have played the queen, so there is an a priori assumption that he doesn't have the queen! It would have been exceptionally interesting if East had won the heart with a deceptive Ace - I wonder what line declarer might have taken then?
