Have a look at the East-West hands..without reference to the North-South hands or bidding, would you want to be in 4spade? At this vulnerability East might well be at the weak end of the pre-emptive spectrum, so to bid 4spade would be something of an optimistic punt. It's likely to depend on finding spadeQ in the North hand and the spades no worse than 3-1. Also, not only does it require the clubs to be 3-2 and the hearts no worse than 4-2, there might be a trump promotion even though these side suit requirements are satisfied. On the plus side, if a diamond is led then declarer's hearts can be pitched immediately.
