It's appears to be a straight choice between 4spade and double, but with many players playing a double over 1heart on East's hand as negative, showing specifically four spades. A modern day West can count on a fifth spade opposite, and hence 4spade becomes much more attractive. In 1954 West also bid 4spade and his partner bulldozed his way to a slam.
