a) he was playing a conventional 2club anyway.
b) he quite liked defending 1NT at this vulnerability.
c) The only plausible alternative of double would be unlikely to affect partner's lead against 1NT and could allow the opposition to escape cheaply in a suit contract.

You just know partner is going to lead a spade and, sure enough, spade4 hits the deck.
