Some use 3heart as a natural raise in this situation, others as a my-hand-is-OK-but-I-don't have-a-clear-bid expression. Either would be plausible here - after all the East hand is rich in suit quality if not in much else. Some players might prefer 2NT on these cards - or possibly 3diamond to reemphasise the minor suits. In any case you would always expect 3NT to be the final resting place - irrespective of East's third bid.
