I really wouldn't want to be too definite about what to recommend here (have you seen a bidding quiz recently - players disagree!), but as partner has not bid 2spade it appears that he is likely to be 4-1-3-5, 3-1-4-5 or something similar. In that case we should rule out 3NT, so my own choice would be a simple non-forcing raise to 4club, even though I suspect that there are some partnerships who play that as forcing. East's additional strength means that he will go on to game anyway, but quite how East-West should arrive in the best game contract of 4spade is difficult to say.
