This is not even remotely good enough for a 2club opener. I'd like to bet that there would be a strong minority vote for a off-centre 2NT, when it would be prudent to transfer one of the small clubs to be adjacent to spadeA - a "quasi" 2-4-3-4 shape. At the table South opened with a sensible 1club, and after making a game-forcing bid of 3heart, eventually reached the poor game in clubs.
