In these types of situation it is important for partnerships to agree beforehand the freedom/discipline expected about West's decision to make a forward move. Either you must agree that having made a slight overbid then it is OK to back-pedal OR you should agree that it must be followed through despite a previous overbid.

If in this hand East knows he and his partner's agreed style is the disciplined must-show-a-control-if-you-have-one type, then the negative inference that West has NOT cue-bid 4heart must increase East's hand value enormously. Knowing that West is liable to have good clubs gives East enough excuses to go on. At the table East was half asleep and accepted West's sign-off without further thought.
