North-South were a highly experienced international pair with a sophisticated bidding system. Partnerships of this standard don't necessarily view sequences how mortals like us do.

Having passed initially and yet bid his diamonds, North eventually came to the conclusion that South's 4NT was merely looking for a safe haven, in the same way that he might have bid 3NT in a 1-2-3-3NT sequence. This being the case, and having "bid his hand once", North felt it would be prudent to pass at this relatively modest level.
